Key Points

  • The IRS is notifying some taxpayers about the Saver’s Match, a government-funded retirement contribution beginning in 2027 that can provide up to $1,000 per individual or $2,000 for married couples filing jointly.
  • The program replaces the Saver’s Credit and provides a 50% match on eligible retirement contributions, subject to income limits and other requirements.
  • Eligible taxpayers who do not receive an IRS notice can still claim the Saver’s Match when filing their 2027 federal tax return in 2028.

The Internal Revenue Service is notifying taxpayers about a new retirement savings incentive scheduled to begin in 2027. The Saver’s Match, created under the bipartisan SECURE 2.0 Act, will replace the existing Saver’s Credit and provide qualifying taxpayers with a government contribution directly toward their retirement savings.

How the Saver’s Match Works

Beginning in 2027, the government will match 50% of eligible retirement contributions, up to $1,000 per person. For married couples filing jointly, the potential benefit can reach $2,000 when both individuals qualify.

The structure represents a significant change from the Saver’s Credit. Rather than simply reducing a taxpayer’s tax liability, the new benefit is designed to place the matching contribution directly into a qualifying retirement account. The match also does not count against the taxpayer’s normal retirement account contribution limit, according to the source material.

For example, a taxpayer earning $19,000 who contributes $1,500 to an IRA could receive a 50% match worth $750, assuming the taxpayer meets the other eligibility requirements.

Who May Qualify?

The Saver’s Match is targeted toward taxpayers with modest incomes. According to the source material, eligible individuals must contribute to a retirement plan or IRA, be at least 18 years old by the end of the tax year, not be a student, not be claimed as a dependent and be a U.S. resident.

There is no minimum contribution requirement, although the size of the match depends on the amount contributed and the taxpayer’s income. The full 50% match is available only within specified income ranges.

Income Limits Determine the Match

For 2027, married taxpayers filing jointly or qualifying surviving spouses can receive the full 50% match with modified adjusted gross income of up to $41,000. A partial match applies from $41,001 to $70,999, while taxpayers earning $71,000 or more receive no match.

For heads of household, the full-match threshold is $30,750, with partial eligibility extending through $53,249. Single taxpayers and those married filing separately can receive the full match with income up to $20,500, followed by partial eligibility through $35,499.

The income thresholds are scheduled to be adjusted for inflation in subsequent years.

What If You Did Not Receive an IRS Notice?

Receiving an IRS notice is not presented as a requirement for claiming the benefit. Taxpayers who did not previously claim the Saver’s Credit and therefore did not receive a notification may still qualify for the Saver’s Match when they file their 2027 federal tax return in 2028. A new Form 8880-A will be available for the program.

The source material states that the match can apply to traditional IRAs, 401(k) and 403(b) plans, while Roth IRAs are not eligible. The IRS is still developing guidance concerning how matching contributions will be delivered to employer-sponsored retirement plans.

A New Retirement Savings Portal

The source also says that TrumpIRA.gov is scheduled to launch Jan. 1, 2027, providing access to low-cost IRA options for people who do not currently have an account. However, taxpayers will not need to open an IRA through that government-sponsored website to receive the match.

The broader objective of the Saver’s Match is to encourage retirement contributions among households that may have received limited benefit from the previous tax credit. For eligible savers, the ability to receive a government contribution alongside their own retirement deposits could make consistent saving more attractive.

What Savers Should Watch Before 2027

The most important considerations will be income eligibility, contribution timing and the final implementation guidance for employer-sponsored plans. Because the program does not begin until 2027, taxpayers will need to determine how their retirement contributions fit within the new rules once the IRS provides additional details.

For lower- and moderate-income households that qualify, the Saver’s Match could become a meaningful addition to long-term retirement savings. The transition from the Saver’s Credit also means taxpayers should understand that the new benefit is structured differently, with the potential government contribution directed toward retirement assets rather than functioning solely as a reduction in taxes owed.
