Tariffs Add to the Cost of a Major Infrastructure Upgrade

The U.S. Federal Aviation Administration expects tariffs to increase the cost of its air traffic control modernization program by approximately $100 million, adding another financial consideration to one of the government’s largest aviation infrastructure initiatives. The program received $12.5 billion in congressional funding last year, with the FAA seeking at least another $10 billion for a second phase.

The additional tariff expense is largely associated with radar systems being purchased as part of the modernization effort. The development highlights how trade policy can influence the cost of government infrastructure projects, particularly when specialized technology and equipment are involved.

FAA Faces Broader Technology Replacement Costs

The tariff expense comes as the FAA is already managing rising costs across the modernization program. Government figures indicate that projected telecommunications upgrade costs have increased from $4.75 billion to $5.91 billion.

The agency is also under pressure to replace aging communications infrastructure. FAA Administrator Bryan Bedford said outdated copper telecommunications wiring should be replaced by September 2027, underscoring the scale and urgency of the technology transition.

Radar Replacement Becomes a Central Priority

Modernizing the radar network is another major component of the program. In January, the FAA awarded $780 million in contracts to RTX’s Collins Aerospace and Spain-based Indra Group to replace as many as 612 ground-based radar systems. Many of those systems date to the 1980s, and the FAA has said aging equipment is becoming increasingly expensive to maintain and more difficult to support.

The modernization effort could therefore create a significant pipeline of demand for aerospace technology suppliers as the government replaces legacy equipment with newer surveillance systems.

Manufacturing Moves Into the United States

Both major radar suppliers are also expanding domestic production. Collins Aerospace is moving radar production to its facility in Largo, Florida, while Indra is shifting production to a site in Kansas. The companies have not disclosed where the production was previously located.

Collins Aerospace announced a $26.5 million investment in its Largo facility in March to expand production. Indra separately announced a $7.5 million investment at its Kansas-area radar facility to manufacture next-generation air traffic surveillance systems.

Modernization Extends Beyond Radar

Indra is also involved in another portion of the FAA’s technology upgrade. The company is developing next-generation digital radios at its Kansas facility under a separate $244 million contract.

Together, the radar, telecommunications and communications projects illustrate the breadth of the FAA’s modernization requirements. While domestic manufacturing expansion could support U.S. production capacity, tariff-related costs demonstrate that procurement expenses can remain sensitive to broader trade policies.

What Could Investors Watch Next?

The FAA’s modernization program represents a substantial multiyear opportunity for aerospace and technology suppliers, but its financial trajectory will depend on procurement costs, infrastructure requirements and future congressional funding. The requested second phase of at least $10 billion could further expand the addressable market for contractors.

For investors, developments surrounding radar replacement, telecommunications upgrades, domestic manufacturing investments and government funding will remain important indicators of how quickly the modernization program progresses and how its total cost evolves.
