China’s wealthiest individuals are reassessing offshore trusts and selling assets to raise cash as tax authorities intensify efforts to collect taxes on income held overseas. The October 22 declaration deadline has prompted concern among founders of overseas-listed Chinese companies and family offices, highlighting the growing intersection between tax enforcement, cross-border wealth management and China’s broader fiscal challenges.

Offshore Trusts Face Greater Tax Scrutiny

In late July, Beijing established an October 22 deadline for declaring income from offshore trusts, with a reported 20% tax on applicable profits. The measure has triggered a review of offshore structures used by wealthy Chinese individuals to hold assets outside the mainland, particularly founders and major shareholders of companies listed in Hong Kong and the United States.

According to wealth adviser Oscar Liu of JLT Legacy Group, entrepreneurs who sold shares through trusts between 2014 and 2020 could face substantial liabilities. He estimated that individual cases could involve taxes ranging from several million yuan to hundreds of millions, or even billions. The final amount will depend on the relevant income, applicable tax treatment and individual circumstances.

Boston Consulting Group estimates China’s offshore wealth at approximately $1.7 trillion. Offshore trusts have become a popular wealth-management structure among affluent families, particularly those seeking to manage assets across jurisdictions and generations. The new enforcement effort is prompting some families to reassess existing arrangements and calculate potential obligations.

Authorities Expand Enforcement Efforts

China’s State Taxation Administration has reportedly directed employees to identify individuals potentially liable for taxes on offshore trust income. Sources familiar with the effort said authorities are using information from wealth rankings, corporate filings and other publicly available records to identify potential taxpayers.

Some provinces and cities with large concentrations of wealthy entrepreneurs have also established dedicated teams to gather information on offshore trusts and pursue outstanding liabilities, according to Liu. The State Council, the taxation administration and the finance ministry did not respond to requests for comment described in the report.

The enforcement drive comes as China confronts fiscal pressures, weak domestic demand and persistent economic imbalances. Stronger tax collection could support government revenues, but the initiative also introduces uncertainty for individuals managing substantial overseas assets, particularly where the interpretation or timing of tax obligations is disputed.

Families Sell Assets to Meet Potential Liabilities

The immediate challenge for some wealthy individuals is liquidity. Advisers said that certain clients are selling shares, reducing investment portfolios and considering the closure of offshore trust structures to prepare for potential tax payments.

One family office associated with a technology billionaire reportedly began selling approximately half of its equity portfolio while devoting more time to calculating tax liabilities than to trading. A lawyer cited in the report said some property developers with substantial historical dividend income may now face difficulties paying their obligations because of continued weakness in the real estate sector.

Banks are also reportedly offering loans to wealthy clients to cover tax bills, secured against shares in their own companies. Such arrangements may provide immediate liquidity, but they can increase leverage and expose borrowers to additional risk if share prices decline or lenders demand more collateral.

Cross-Border Wealth Planning Faces a New Test

The approaching deadline raises questions about the treatment of historical offshore income and the scope of the rules. Lawyers cited in the report have expressed uncertainty about how the law will be applied, including its potential retroactive implications. These questions matter because trust structures often involve multiple jurisdictions, beneficiaries and layers of ownership.

For international investors and family offices, including those managing cross-border wealth from Israel, the developments underscore the importance of understanding tax residency, reporting obligations, asset liquidity and jurisdiction-specific rules. The next indicators will be how authorities implement the deadline, how outstanding liabilities are assessed and whether further guidance clarifies the treatment of offshore trust income. The immediate priority for affected families is determining their obligations and available liquidity, while the broader implications will depend on the consistency and scope of enforcement.
