Microsoft is tightening oversight of selected data-center projects involving neocloud providers as the technology industry confronts rising costs, infrastructure constraints and growing political uncertainty around AI expansion. The reported shift toward greater reliance on Microsoft-owned facilities comes as the company reassesses the risks associated with third-party projects and the pace at which additional computing capacity can be brought online.

Microsoft Reassesses Neocloud Partnerships

According to the Bloomberg News report cited by Reuters, Microsoft is stepping away from data-center projects it considers higher risk and is internally debating whether to enter into additional agreements with neocloud providers. The company is not eliminating third-party partnerships entirely, but the reported review indicates a more selective approach to external capacity.

Microsoft said its infrastructure strategy is based on flexibility and optionality, combining company-owned data centers, leased facilities and strategic partnerships with third-party providers. The approach is intended to allow Microsoft to bring computing capacity online reliably and efficiently while maintaining multiple sources of infrastructure.

The reported reassessment nevertheless suggests that reliability and project execution are becoming increasingly important considerations as AI-related demand drives the need for large amounts of computing capacity.

Neocloud Stocks React Sharply

Investors reacted strongly to the report. Nebius and IREN fell more than 16% in afternoon trading, while CoreWeave declined 12.29%. The market reaction reflects concerns that a more cautious Microsoft could reduce the growth opportunities available to smaller data-center providers that depend on large technology companies for demand.

For neocloud companies, major customers provide an important source of visibility for future infrastructure investments. Any reduction in new commitments could therefore affect expectations around project development, capacity utilization and future revenue growth, although the available information does not establish the specific financial impact on any individual company.

Texas and Infrastructure Constraints Add Pressure

The reassessment comes as data-center developers face increasing uncertainty in Texas. Gina Hinojosa’s victory in the governor’s race has raised concerns among investors and developers after the governor-elect said she would seek to ban new projects until state lawmakers establish rules for the industry.

Microsoft has also decided not to exercise an option that would have more than doubled the size of its existing agreement with Nscale to rent additional computing power at a Texas data center. The decision adds to evidence that Microsoft is becoming more selective about third-party infrastructure commitments.

Project Delays Test the AI Infrastructure Strategy

The company’s approach has also been influenced by previous project delays. Microsoft withdrew weeks earlier from a deal to anchor Nscale’s flagship data center in Loughton, Essex, after power-connection delays pushed the expected availability of electricity into the 2030s.

The developments highlight a broader challenge facing the AI infrastructure industry: demand for computing capacity can expand rapidly, but physical infrastructure cannot always be delivered at the same pace.

Going forward, investors will be watching Microsoft’s balance between owned, leased and third-party infrastructure, as well as its decisions on new neocloud contracts. Permitting rules, power availability and project execution could increasingly determine which data-center developers secure long-term commitments as technology companies seek reliable capacity for the next phase of AI expansion.
