Al-Sisi Sets Out New Direction for Industrial Organization

Egyptian President Abdel Fattah Al-Sisi has called for transforming the Arab Organization for Industrialization (AOI) into an integrated industrial platform designed to strengthen domestic manufacturing and improve the country’s industrial competitiveness.

The proposed direction would bring together the manufacturing capabilities of the state, private-sector expertise, and foreign investment to support a more coordinated industrial ecosystem.

Al-Sisi made the remarks during a meeting on Wednesday with Mohamed Abdel Fattah Abu Bakr, Chairman of the AOI, who presented the organization’s development strategy and plans to expand its technological and manufacturing capabilities.

The discussions covered the AOI’s civilian and military projects, as well as its broader role in supporting Egypt’s industrial development.

Local Manufacturing and Technology Localization

A central element of the strategy is increasing the share of industrial production carried out domestically while developing the technological capabilities of Egyptian factories.

According to the presidency, the AOI is working to localize new manufacturing technologies and supply products to different industrial sectors. These efforts are intended to strengthen domestic production capabilities and support a broader range of manufacturing activities.

Al-Sisi directed the organization to deepen local manufacturing, accelerate technology localization, expand production capacity, and attract both domestic and international investment.

The emphasis on technology transfer also reflects the organization’s objective of developing industrial capabilities through cooperation with foreign manufacturers and technology partners.

Private-Sector Partnerships and Foreign Investment

The proposed transformation places greater emphasis on cooperation between state-owned industrial capabilities and private companies.

During the meeting, Abu Bakr reviewed plans to expand partnerships with private-sector businesses and international manufacturers while attracting additional industrial investment.

The objective is to establish an integrated platform in which public manufacturing infrastructure can work alongside private-sector expertise, capital, and technological capabilities.

Al-Sisi stressed that the AOI should serve as a coordinating platform for these resources, supporting industrial expansion and strengthening Egypt’s position in regional and international manufacturing markets.

Transportation Projects and African Expansion

The AOI’s development strategy also includes projects across several transportation segments.

Abu Bakr presented the organization’s work in mass transit, freight transportation, and light transportation, highlighting the range of industrial activities being pursued.

The organization is also participating in development projects in several African countries while seeking to open additional export markets.

These activities provide a regional dimension to the strategy, linking domestic manufacturing development with opportunities for industrial cooperation and market expansion beyond Egypt.

What Investors and Industry Should Watch Next

The implementation of the AOI’s proposed transformation will be an important factor in determining how effectively Egypt can translate its industrial strategy into expanded production and export capacity.

Investors and industrial partners will be watching for developments in technology-transfer agreements, private-sector partnerships, manufacturing investment, and the expansion of production capabilities.

The strategy identifies several priorities, but the available announcement does not provide specific investment targets, implementation deadlines, or projected export figures.

The broader objective is to position the AOI as a platform connecting state manufacturing resources with private investment and international expertise, supporting Egypt’s efforts to deepen domestic industrial capacity and expand its role in regional manufacturing.
