Services Activity Remains in Expansion Territory

The U.S. services sector continued expanding in October, although the latest ISM survey indicated a modest loss of momentum. The Services Purchasing Managers’ Index declined to 54.5 from 54.9 in September, missing the 54.8 market estimate.

Despite the decline, the index remained above the 50-point threshold that separates expansion from contraction. This indicates that service-sector business activity continued growing, although the pace of improvement was slightly weaker than in the previous month.

The historical chart shows that the services sector has experienced several periods of significant volatility over the past two decades, particularly during the 2008–2009 financial crisis and the economic disruption of 2020. More recently, the index has generally remained above the expansion threshold, reflecting continued resilience in the services economy.

The latest reading therefore points to continued growth rather than a contraction, even as some underlying components show signs of moderation.

New Orders Weaken While Employment Improves

The most significant movement in October came from the new orders index, which declined to 55.9 from 59.8 in September. Although the measure remains above 50, the reduction suggests that demand momentum has softened across surveyed service businesses.

New orders are an important forward-looking component because they provide an indication of potential future business activity. A sustained decline could eventually influence hiring decisions, operating capacity and revenue expectations if demand continues to moderate.

Employment moved in the opposite direction. The employment index increased to 51.4 from 50.1, remaining just above the expansion threshold. This suggests that hiring conditions improved slightly during October, providing a more constructive signal for the services labor market.

The combination of weaker new orders and stronger employment presents a mixed picture. Businesses are reporting slower demand growth while employment conditions remain marginally expansionary.

Input Costs Remain Elevated Despite a Modest Decline

The prices paid index decreased to 73.0 from 74.0 in September. While the decline indicates a slight moderation in the pace of reported cost pressures, the index remains elevated.

This distinction is important because the prices paid measure reflects the breadth of businesses reporting higher input costs rather than the actual percentage increase in prices. A reading of 73.0 therefore signals that cost pressures remain widespread among surveyed service providers.

For the Federal Reserve, the combination of continued services expansion and elevated input-cost pressures presents a complicated policy environment. Slower new orders could eventually reduce demand-related inflation pressures, but persistent increases in business costs may complicate the inflation outlook.

For U.S. and Israeli investors exposed to American equities and fixed-income markets, the October report provides evidence of an economy that continues expanding but is experiencing uneven momentum across its services businesses.
