South Korean shipbuilding group HD Hyundai is joining forces with U.S. engineering and construction company Kiewit to establish a new shipyard in the United States, marking a further step in efforts to expand American maritime manufacturing capacity. The project, operating under the name HD Kiewit Shipbuilding, is expected to begin construction in 2027 and start full operations in 2029, with approximately 3,000 local jobs anticipated once the facility is fully operational.

A Joint Venture Designed to Establish a U.S. Manufacturing Base

The agreement formalizes a partnership between HD Hyundai’s shipbuilding and shipyard-management expertise and Kiewit’s capabilities in large-scale construction, fabrication and complex industrial projects. The companies signed the joint-venture agreement in Houston on October 22, 2026, building on a strategic partnership established in July to explore opportunities in the U.S. shipbuilding market.

Rather than relying solely on the acquisition or refurbishment of an existing facility, the partners plan to develop a new shipyard on an industrial site in the United States. The approach gives the venture an opportunity to design its production processes around modern manufacturing technology from the outset. However, the companies have not disclosed the project’s precise location, capital investment requirements or expected production volumes.

For HD Hyundai, a U.S. manufacturing base could bring its technical capabilities closer to American customers and create opportunities in a market seeking to strengthen domestic shipbuilding. Kiewit’s local construction and engineering experience could help support site development, infrastructure installation and the establishment of production operations.

Automation and Digital Technology at the Core

The planned facility is expected to apply HD Hyundai’s “Future of Shipyard” model, incorporating digital twins, automated production systems and robotic welding. These technologies are intended to connect design and manufacturing through data-driven processes, allowing operators to monitor production, coordinate workflows and identify inefficiencies.

Automation could help improve consistency, productivity and quality while reducing dependence on certain labor-intensive manufacturing tasks. The investment also addresses a wider challenge facing shipbuilding industries: the need to expand skilled workforces while maintaining competitive production costs. HD Hyundai has said it plans to support workforce development through technical training and strengthen the U.S. supply chain.

Nevertheless, delivering a technologically advanced shipyard will require more than installing equipment. Recruiting and training workers, developing supplier relationships and bringing complex production systems online will be important execution challenges. The 2029 operating target remains a milestone to monitor as construction planning progresses.

Commercial and Defense Opportunities

HD Kiewit Shipbuilding plans to pursue opportunities involving commercial vessels and U.S. Navy logistics support ships. The venture also intends to explore manufacturing and supplying ship blocks and modules to other American shipyards, with potential cooperation in port infrastructure considered as a longer-term area for expansion.

These activities could give the partnership several routes to build demand rather than depending on a single customer segment. Commercial and government-related projects, however, have different procurement requirements, contract timelines and production specifications. The venture’s eventual performance will depend on securing orders, meeting delivery schedules and establishing a reliable supplier network.

The next indicators will include disclosure of the shipyard’s location, investment scale, capacity and initial customer contracts. If construction and workforce development proceed as planned, the partnership could strengthen HD Hyundai’s position in the U.S. market while contributing to the expansion of American shipbuilding capacity.
