Key Points

  • Eni warned that its Taranto refinery, with a processing capacity of 104,000 barrels of oil per day, could face a controlled shutdown if disruptions continue to affect supplies of technical gases essential to its operations.
  • More than 150 of approximately 300 Enilive service stations in Italy’s Puglia region were left without fuel, while shortages were also reported at Bari and Brindisi airports.
  • The disruption highlights how labor disputes and supply-chain bottlenecks can threaten fuel availability, transportation and economic activity even when refining facilities remain operational.

Italian energy company Eni has warned that it may need to carry out a controlled shutdown of its refinery in Taranto, southern Italy, after workers from the former Ilva steel complex blocked access roads and disrupted fuel deliveries. The refinery continues to operate, but constraints on logistics and supplies of technical gases needed for its operations are raising concerns about production continuity and regional fuel availability.

Disruptions Spread Beyond the Refinery

The protests, which began on October 12, 2026, are linked to the future of the former Ilva steel complex and workers’ concerns about a government-backed plan that they fear could leave thousands of employees on temporary layoff. The demonstrations expanded beyond the steelworks, with protesters blocking access to Eni’s nearby refinery.

The impact is already visible across the region. In a statement on October 15, Eni said that more than 150 of approximately 300 Enilive service stations in Puglia had run out of fuel. Bari and Brindisi airports also reported shortages of aviation fuel and introduced supply restrictions. Disruptions have affected deliveries to emergency services, public transportation and railway operators as well.

Refinery Operations Continue, but Operational Risks Are Rising

The Taranto refinery is a strategic fuel-supply facility for southern Italy, serving areas including Puglia, Basilicata and Calabria. The site handles an average of approximately 260 fuel tankers per day, making road access a critical link in the regional distribution network.

Eni said its refining facilities were continuing to operate safely and normally, but warned that shortages of essential technical gases could force it to plan the shutdown of individual units. The company also noted that transporting fuel from storage facilities elsewhere in Italy was constrained by long distances and transportation problems resulting from the expanding protests.

The distinction between production and distribution is important. Even if a refinery continues processing crude oil, blocked access routes can prevent finished products from reaching storage depots, service stations and end users. If the disruption persists, the facility’s operational continuity could also come under increasing pressure.

Potential Implications for Fuel Supply and Economic Activity

The situation illustrates the vulnerability of energy supply chains to localized disruptions and labor disputes. Regional fuel shortages can put pressure on transportation networks, airport operations and businesses that depend on reliable deliveries. However, the extent of any broader impact on fuel prices and energy markets will depend on how long the disruption lasts and whether alternative supply routes can be secured.

Developments over the coming days will be critical. Energy-market participants will be watching for restored access to the refinery, a resumption of tanker movements and the normalization of technical-gas supplies. A swift resolution could prevent a shutdown and ease regional shortages. Continued blockades, by contrast, could deepen supply constraints and increase pressure on transportation and essential services across southern Italy.
