UK Government Seeks to Balance Support With Fiscal Discipline

UK Finance Minister John Healey is expected to fund new measures in the government’s upcoming budget without increasing borrowing, according to a Financial Times report published Wednesday. The initiatives are expected to include a cost-of-living package aimed at helping households manage rising expenses.

Healey’s first annual budget, scheduled for October 28, is expected to be “scorecard positive” in the 2029/30 financial year, the final year of the current parliamentary term. This would mean that additional discretionary spending is fully funded through revenue increases or reductions elsewhere in government expenditure.

The approach reflects the government’s effort to provide targeted economic support while demonstrating that its spending commitments remain consistent with its fiscal framework.

Borrowing Rules Limit the Government’s Flexibility

The UK government’s fiscal rules require day-to-day spending to be covered by tax revenues and public debt to fall as a share of gross domestic product. Britain recorded a budget deficit equivalent to 4.4% of GDP last year, highlighting the continuing challenge of managing public finances.

The Iran war has added pressure to the government’s financial position and reduced the fiscal headroom available after meeting its rules, according to the report. In response, Healey is expected to retain that headroom as a contingency fund that could provide flexibility during periods of economic stress.

This strategy would allow the government to respond to unexpected challenges without immediately committing all available fiscal capacity to new spending measures.

A person briefed on the budget preparations described the approach as a way for the chancellor to demonstrate fiscal responsibility. The Treasury also emphasized that fiscal discipline underpins the government’s commitments.

Cost-of-Living Measures and Fuel Duty Plans

The upcoming budget is expected to include targeted assistance for households facing higher winter fuel bills. The support would address cost-of-living pressures while remaining within the government’s funding constraints.

Healey is also expected to abandon planned fuel duty increases, according to the Financial Times. The proposals reportedly involved an increase of 3 pence per litre in January, followed by another 2 pence in March.

Dropping the planned increases could limit additional fuel costs for motorists, although the final details will depend on the measures announced in the budget.

The Treasury said Healey and the prime minister remained aligned on meeting the government’s fiscal rules. It added that the chancellor’s priorities include supporting British jobs, giving households and businesses greater financial breathing space, and promoting economic growth across the country.

IMF Backs Britain’s Fiscal Strategy

The International Monetary Fund backed Britain’s fiscal approach this week, urging the government to maintain its current direction rather than accelerate deficit reduction.

The IMF’s position contrasts with the fiscal challenges facing other major economies that have limited or no plans to reduce borrowing despite rising interest rates.

For Britain, the balance between fiscal discipline and economic support will remain central to the budget. The government must manage public debt while responding to higher costs and protecting its ability to act if economic conditions deteriorate.

Investors Await the October 28 Budget

Investors and businesses will be watching the budget for details on taxation, spending priorities, fuel duty and the government’s fiscal headroom. The extent to which Healey can deliver targeted relief without additional borrowing will help shape expectations for Britain’s public finances and economic outlook.

The final measures will also indicate how the government intends to balance near-term household support with its longer-term commitment to reducing debt relative to GDP.
