The European Investment Bank and BNP Paribas have signed a €700 million guarantee agreement aimed at expanding financing for European electricity grid manufacturers as demand for power infrastructure increases. Backed by the European Union’s InvestEU programme, the transaction forms part of a broader effort to modernize Europe’s electricity networks and support investment associated with the energy transition.
Guarantees Aim to Unlock Larger Infrastructure Investment
Under the agreement, the EIB and BNP Paribas will each provide €350 million in counter-guarantees, creating a €700 million guarantee portfolio for manufacturers of electricity grid components. According to BNP Paribas, the structure is expected to stimulate as much as €2.8 billion of investment in the real economy.
The use of guarantees is significant because it can allow financial institutions to extend financing while reducing some of the risks associated with lending to capital-intensive infrastructure projects. For grid manufacturers, improved access to financing could support investments in production capacity, equipment and other resources required as electricity networks face increasing demands.
Europe’s Energy Transition Raises Grid Investment Needs
The agreement comes as European energy systems undergo structural changes. The expansion of renewable generation, electrification and growing electricity demand require transmission and distribution networks to accommodate larger and more variable flows of power.
The EIB described the transaction as part of its Pan-EU Power Grid package, a €1.5 billion initiative designed to develop, modernize and strengthen European electricity grids. The programme places grid infrastructure alongside renewable generation as a central component of the region’s energy transition, reflecting the need to expand the physical networks connecting new sources of electricity with consumers and industrial users.
EIB Expands Support for Energy Infrastructure
The latest agreement builds on the institutions’ previous cooperation. In February 2025, the EIB and BNP Paribas signed a separate €1 billion wind energy guarantee portfolio. The grid initiative therefore extends their financing cooperation from renewable generation toward the infrastructure required to integrate electricity into the wider European system.
The scale of the EIB’s broader energy financing also highlights the strategic importance of the sector. EIB Vice-President Ambroise Fayolle said the EIB Group invested €33 billion in energy projects worldwide in 2025, including €11.6 billion for grids and storage. The institution had also previously made €6.5 billion available for wind energy.
For investors in Israel and global markets, the agreement illustrates how Europe’s energy transition is creating investment requirements beyond renewable power generation itself. Grid manufacturers, infrastructure financiers and electricity-network developers are increasingly positioned within the broader capital cycle surrounding electrification. Going forward, the effectiveness of guarantee programmes, the pace of grid modernization and the ability of manufacturers to expand capacity will be important indicators of how quickly Europe can translate energy-transition targets into physical infrastructure.
