PayPal is partnering with Meta to bring its payment network into Muse, Meta’s personal AI assistant, allowing users to shop and complete purchases through PayPal merchants worldwide. The agreement comes as AI agents move beyond search and conversation toward executing transactions, creating a potential new layer of digital commerce between consumers, merchants and payment providers.

PayPal Enters the Emerging Agentic Commerce Market

The partnership gives Muse users another way to complete purchases through an AI-driven shopping experience. Muse can browse websites, fill out forms and perform tasks on behalf of users, including shopping and purchasing. PayPal’s integration adds its payment infrastructure to that process, potentially allowing the company to participate in transactions initiated by an AI agent rather than directly by a consumer navigating an online store.

For PayPal, the strategic opportunity extends beyond simply adding another checkout option. If AI agents become a meaningful entry point for online shopping, payment providers could increasingly compete to become the transaction infrastructure behind those automated purchases. PayPal’s global merchant network gives it an established base from which to participate in that transition.

Muse Is Becoming a Commerce Platform

PayPal’s agreement follows other integrations that are expanding Muse’s role in online commerce. Meta launched Muse on September 8 as a personal AI agent designed to perform tasks on users’ behalf. Stripe’s Link already supports checkout within Muse, while Shop Pay is also being integrated as another payment option. Meta has additionally expanded Muse’s network of connectors to include commerce and service providers.

The development reflects a broader shift in the digital economy. Traditional e-commerce requires consumers to search for products, visit websites, compare options and complete payment themselves. Agentic commerce aims to move more of those steps to software that can act on a user’s instructions. That could change how merchants acquire customers and how payment companies compete for transaction volume.

PayPal Has Significant Payment Volume to Build On

PayPal enters the partnership with a large existing transaction base. In the second quarter of 2026, the company processed $486.4 billion in total payment volume, up 10% from a year earlier, while net revenue increased 5% to $8.7 billion. Payment transactions rose 8% to 6.8 billion, and PayPal ended the quarter with 439 million active accounts.

The numbers highlight both the scale of PayPal’s network and the potential significance of adding AI-driven transactions. However, the partnership itself does not guarantee a material increase in revenue or payment volume. The commercial impact will depend on how quickly consumers adopt Muse, how frequently they use it for purchases and how many merchants participate in AI-driven transactions.

For investors, the next indicators to watch will be Muse user growth, transaction frequency, merchant adoption and the share of purchases completed through PayPal. The partnership also raises questions about consumer trust, security and control over the shopping experience. If AI agents become a larger gateway to e-commerce, PayPal’s ability to position itself as a trusted payment layer could become increasingly important to its long-term growth strategy.
