Uber is undertaking one of its most significant organizational restructurings since the pandemic, cutting roughly 3,300 jobs as Chief Executive Dara Khosrowshahi seeks to simplify the company and redirect resources toward future growth. The move comes as the global mobility industry approaches a potentially significant transition, with autonomous vehicles increasingly challenging the economics and structure of traditional ride-hailing.

Uber Targets Organizational Complexity

The planned workforce reduction represents approximately 10% of Uber’s global corporate workforce and is designed primarily to remove organizational layers rather than signal a deterioration in the company’s underlying operating business. Khosrowshahi said Uber’s rapid expansion over recent years created additional management levels, fragmented ownership and coordination requirements that had become increasingly inefficient as the company grew.

The restructuring will reduce the number of managers by approximately 20%, while the number of small teams consisting of only one or two employees is expected to decline by nearly half. Uber is also reducing the number of employees positioned seven or more reporting layers below the CEO by 20%, creating a flatter structure intended to accelerate decision-making and clarify responsibility.

Capital Is Being Reallocated Toward Autonomous Mobility

The more important strategic element is what Uber plans to do with the savings generated by the restructuring. Rather than treating the cost reductions solely as a margin-enhancement measure, management intends to reinvest savings into growth, innovation and autonomous mobility, including its ridesharing and delivery businesses.

Uber has increasingly positioned itself as a platform that can connect consumers with autonomous vehicles rather than necessarily owning the vehicles or developing all of the underlying technology itself. The company has committed to more than $10 billion in robotaxi partnerships and autonomous-vehicle initiatives in the coming years, as it works with technology and automotive partners to build an autonomous transportation network.

Robotaxis Could Reshape Uber’s Competitive Position

The shift reflects a broader structural change in transportation. Companies such as Waymo and Tesla are expanding autonomous-driving capabilities, raising the possibility that driverless vehicles could eventually alter the cost structure of ride-hailing. For Uber, the opportunity is to use its established customer base, marketplace infrastructure and global distribution to become a platform for autonomous rides rather than being displaced by autonomous-vehicle operators.

That strategy also carries significant execution risk. Autonomous vehicles require substantial capital, regulatory approvals, technological reliability and consumer acceptance. Uber must therefore balance investment in a potentially transformative business model with maintaining the performance of its existing ride-hailing and delivery operations.

A Leaner Workforce Reflects a Different Phase of Growth

The restructuring also marks a change from Uber’s earlier expansion strategy. The company has spent years adding employees, products and geographic capabilities, but management now appears more focused on operational efficiency and capital allocation. Fully remote positions will be limited to approximately 1% of employees, while teams are being concentrated around major operating hubs and responsibilities are being consolidated.

The workforce reductions are particularly notable because Uber has said its business is performing strongly. Management has therefore framed the cuts as an organizational redesign rather than a response to weakening demand. At the same time, the scale of the reduction illustrates the degree to which Uber believes a simpler corporate structure can create additional capacity for investment.

Going forward, the key indicators will be whether the restructuring produces measurable efficiency gains without disrupting Uber’s core operations and whether those savings translate into meaningful progress in autonomous ride-hailing, delivery and platform growth. The company’s ability to establish a durable position in robotaxis while preserving the strength of its existing marketplace will be central to how investors assess the restructuring over the coming years.
