Key Points

  • Brent crude fell to around $105 per barrel on October 13, while West Texas Intermediate declined to approximately $92, as markets assessed the prospect of additional Russian diesel supplies.
  • Renewed Houthi attacks targeting Saudi Arabia and continued tanker security concerns around the Strait of Hormuz are keeping geopolitical risks central to oil pricing.
  • The outlook remains uncertain: additional fuel supplies could ease pressure on prices, but shipping disruptions, refining constraints and escalating regional tensions may limit the relief.

Oil prices moved lower early this week as traders weighed the possibility of increased Russian diesel exports against persistent threats to Middle Eastern energy infrastructure and shipping routes. The decline reflects a market balancing potential improvements in fuel availability against the risk that further geopolitical escalation could disrupt supply, keeping crude prices elevated and energy costs relevant to global inflation expectations.

Russian Diesel Supplies Offer a Potential Cushion

Brent crude futures declined by approximately 1.5% to $105.03 per barrel on October 13, while US West Texas Intermediate fell about 1.8% to $92.08. The retreat followed gains of nearly $2 per barrel in the previous session, when concerns about regional security helped support prices.

The market response followed announcements that Russia could increase diesel exports after the temporary easing of US restrictions on Russian fuel supplies. Russian officials indicated that exports could reach between 3 million and 3.5 million metric tons per month by year-end. If achieved, additional volumes could help relieve tightness in international refined-fuel markets and reduce some upward pressure on diesel prices.

However, the proposed increase remains a target rather than a confirmed supply outcome. Constraints affecting Russia’s refining sector, continuing attacks on energy infrastructure and uncertainty surrounding sanctions policy could limit the volume reaching international buyers. Consequently, traders are likely to focus on actual export flows rather than political commitments alone.

Saudi-Houthi Tensions Keep a Geopolitical Premium in Prices

The decline in crude prices has not eliminated the market’s principal supply concerns. Attacks attributed to Iran-aligned Houthi forces against Saudi targets, alongside tanker incidents and security concerns near the Strait of Hormuz, have renewed attention on the vulnerability of Gulf energy infrastructure and maritime transport.

The Strait of Hormuz is particularly important because disruptions to this corridor can affect oil and fuel shipments, freight costs and insurance premiums. Even without a prolonged interruption to exports, heightened security risks can increase the cost of moving energy supplies and sustain a geopolitical premium in crude prices.

For Israel, these developments matter through several channels, including imported energy costs, domestic fuel prices, inflation expectations and shekel volatility. A sustained increase in oil prices could complicate the inflation outlook and influence expectations for interest rates, while a durable easing in energy costs could provide some relief to households and energy-intensive businesses.

Outlook: Supply Data and Security Developments Will Drive Direction

The near-term outlook depends on whether prospective Russian diesel exports translate into meaningful additional supply and whether shipping through the Gulf remains operational. Investors will also need to monitor further attacks, changes in sanctions policy, refinery availability and signs of demand weakness as elevated energy costs weigh on consumers and businesses.

A combination of improving fuel availability and reduced regional tensions could support a gradual easing in prices. Conversely, a significant disruption to Gulf shipping or energy infrastructure could quickly reverse the recent decline. With Brent still trading above $100 per barrel, the market remains vulnerable to abrupt price swings. For institutional investors and asset allocators, the balance between physical supply, geopolitical risk and inflation expectations will remain central to the energy-market outlook through the rest of the week.
