The global defense shipbuilding market experienced a significant shockwave as South Korea’s Hanwha Ocean suffered a major setback. The company’s shares plummeted approximately 23% on Tuesday after Canada announced its selection of a rival for a potentially massive submarine procurement contract. This development not only underscores the challenges of large-scale defense bidding but also highlights the role of political and strategic considerations in such decisions.
Canadian Prime Minister Mark Carney announced on Monday that ThyssenKrupp Marine Systems (TKMS), a German defense contractor, has been chosen as the preferred bidder for the construction of the country’s next submarine fleet. This decision represents a substantial blow to Hanwha Ocean, which had positioned itself as a strong contender. The lost opportunity is significant, given that the Canadian submarine program was valued at up to $100 billion over three decades, according to reports in the Korea Times.
South Korean President Lee Jae-myung addressed the outcome, acknowledging that while the results were not as expected for the Canadian submarine project, it’s important to persevere. He emphasized that challenges bring both successes and disappointments, but the key is to keep moving forward. This statement aims to offer assurance and stability amid the company’s significant market value reduction.
TKMS, with its 212CD submarine platform, is already involved in collaborations with Germany and Norway, two of Canada’s close allies within NATO. The German company’s statement regarding the announcement emphasized that this marks the beginning of a new chapter in defense cooperation between three close NATO allies, unifying their shared expertise and security interests. This strategic alignment, combined with a proven technological solution, likely played a decisive role in Canada’s final decision.
The selection of TKMS also provides Canada with access to broader European defense and industrial networks. This could be particularly advantageous given the recent pressures from U.S. President Donald Trump on NATO defense spending. Access to integrated European supply chains could offer Canada greater resilience and flexibility in its defense procurement.
Vina Nadjibulla, Vice-President of Research and Strategy at the Asia Pacific Foundation of Canada, emphasized that Canada’s choice of TKMS should not be perceived as a rejection of South Korea or the Indo-Pacific region. Instead, she explained that it reflects several key factors, including NATO’s enduring appeal, Arctic capability requirements, the trans-Atlantic integration of defense industries and security, and procurement risk considerations. The decision, therefore, appears to be rooted in a combination of strategic and industrial factors rather than a simple rejection.
The sudden drop in Hanwha Ocean’s share price serves as a stark reminder of the market’s high sensitivity to large-scale defense contract awards. For Hanwha Ocean, the challenge will be to recover from this setback and continue its growth trajectory. The company may need to focus on other international opportunities, explore diversification, and refine its defense procurement strategy to address the complexities of a changing global defense landscape.
