Key Points

  • The U.S. Treasury has doubled its purchases of 10- to 30-year Treasury securities to $4 billion per operation as long-term borrowing costs remain elevated.
  • The buybacks could temporarily lower long-term yields, but they raise questions about whether fiscal policy is influencing financial conditions in a way that complicates the Federal Reserve’s monetary-policy signaling.
  • Market participants currently see a high threshold for Fed intervention, meaning inflation, Treasury issuance, liquidity conditions and the behavior of long-term yields will remain critical indicators for investors.

The U.S. Treasury is stepping up its intervention in the long end of the bond market just as policymakers face a difficult combination of elevated inflation, heavy government borrowing and intense demand for capital from artificial intelligence infrastructure projects. The Treasury Department has doubled its purchases of longer-dated government debt to $4 billion per operation, a move that has pushed yields lower temporarily but raised questions about whether fiscal and monetary policy are beginning to pull in different directions.

Treasury Targets Rising Long-Term Borrowing Costs

The Treasury’s expanded buyback program focuses on securities with maturities between 10 and 30 years, where borrowing costs have risen sharply. The move comes as the U.S. sovereign debt stock reached a record $40 trillion and investors demand greater compensation for inflation and fiscal risks. Competition for capital from companies building AI data centers has added another layer of pressure to the long end of the Treasury curve.

Bond yields initially declined after the announcement because buybacks reduce the amount of targeted securities available in the market. Treasury Secretary Scott Bessent has indicated that the program could be expanded further, arguing that current yields do not fully reflect underlying economic fundamentals. The strategy is therefore partly financial and partly a signal intended to influence market expectations.

The Fed Faces a Different Policy Objective

The potential conflict with the Federal Reserve arises because lower long-term yields can ease financial conditions. That could support mortgages, corporate borrowing and investment at a time when the central bank is still focused on bringing inflation back toward its 2% objective.

Fed Chair Kevin Warsh has emphasized allowing markets to determine the appropriate level of long-term yields rather than using monetary policy to directly manage the yield curve. His skepticism toward large-scale central bank asset purchases is also consistent with his objective of reducing the Fed’s $6.8 trillion balance sheet. Treasury intervention in the same part of the market could therefore complicate the signaling process if investors begin interpreting government buybacks as an attempt to substitute for monetary easing.

Still, market participants do not currently see conditions requiring the Fed to intervene. TD Securities’ Gennadiy Goldberg said the threshold for market-stabilizing purchases remains high because there is no evidence of severe liquidity deterioration or market dysfunction. J.P. Morgan economist Michael Feroli similarly argued that Treasury operations do not appear to undermine the Fed’s ability to control short-term interest rates.

Why the Long End Remains the Bigger Challenge

The Treasury’s actions may provide temporary relief, but they do not eliminate the fundamental forces pushing long-term yields higher. Persistent inflation concerns, large fiscal deficits and enormous financing requirements remain embedded in the market. The long-term borrowing costs that matter for households and businesses are therefore influenced by much more than the size of Treasury buybacks.

That distinction is important for investors. If long-term yields remain elevated despite increasingly aggressive Treasury purchases, markets could be signaling that investors require a sustained premium to absorb government debt. Conversely, a prolonged decline in yields could ease financial conditions without requiring the Fed to expand its balance sheet.

Going forward, investors will be watching the interaction between Treasury buybacks, inflation expectations, government borrowing and Fed policy closely. The immediate risk is that attempts to support the long end could be interpreted as indirect monetary easing while inflation remains above target. The greater opportunity would emerge if Treasury operations improve market liquidity without undermining the Fed’s inflation-fighting credibility. For U.S. and Israeli investors alike, the direction of long-term Treasury yields remains particularly important because it can influence global borrowing costs, equity valuations, currency markets and the relative attractiveness of risk assets.
