Washington and Ottawa Seek to Revive Trade Talks

The United States and Canada are working toward a potential agreement to reduce US tariffs on Canadian steel and automobiles, according to sources cited by Reuters on October 26. The discussions follow the collapse of trade negotiations in August and efforts by both governments to address deteriorating bilateral relations.

The talks focus on tariffs imposed under Section 232 of US trade law, including duties of up to 50% on Canadian steel and 25% on automobiles. Negotiators are discussing possible relief from these measures, although the scope and timing of an agreement remain uncertain.

One Canadian source briefed on the negotiations said a deal could be reached before the November 3 US midterm elections. US sources indicated that the Trump administration was seeking additional concessions from Canada, suggesting that significant differences remain.

The discussions are being led in part by US Commerce Secretary Howard Lutnick and Canada’s minister responsible for Canada-US trade, Dominic LeBlanc. Officials from the US Trade Representative’s office and Canadian counterparts have also been discussing the broader structure of a potential agreement.

Political Pressure Raises the Stakes

The negotiations are unfolding ahead of US midterm elections in which trade policy has become a political issue. Reuters reported that tariffs on Canadian imports have drawn criticism from some Republican candidates in border states, who have called for an end to the trade dispute.

Trump said at a political rally on Sunday that the disagreement would be resolved soon, but did not provide details. He has also announced plans to increase tariffs on Canadian steel and automobile imports to 50% from January 1, 2027.

The potential economic impact of the measures has increased pressure on both governments to find common ground. Tariffs can raise the cost of imported materials, vehicles and components, affecting manufacturers that rely on cross-border production networks.

However, the political timing does not guarantee an agreement. US sources said further Canadian concessions would be needed, while the precise terms under discussion remain private.

Canada Reports Renewed Engagement

Canadian Prime Minister Mark Carney said there had been a slight intensification in discussions with Washington but emphasized that Canada’s position had not changed.

He said any progress reflected the US moving closer to Canada’s position, without providing further details. A spokesperson for LeBlanc described the discussions as constructive and said Ottawa remained prepared to work toward a more mutually beneficial trading relationship that respects Canadian interests.

A Canadian industry source suggested that any agreement could be narrow rather than comprehensive. Another source said a deal addressing Section 232 tariffs before the midterms had long appeared possible, with the final outcome likely to depend on decisions by Trump and Carney.

The comments indicate that both sides are exploring a path forward, but they do not establish that an agreement has been finalized.

Automakers and Industrial Supply Chains Await Clarity

The earlier trade talks collapsed in August over issues including potential reductions in duties on medium- and heavy-duty vehicles important to Canadian manufacturing. US automakers had expected negotiations to provide relief from the original 25% tariffs, which increased the cost of moving vehicles and parts across the border.

A limited agreement could reduce some of these pressures, depending on which products and tariff categories are covered. Conversely, continued uncertainty or the planned 2027 increases could complicate production decisions and investment planning for businesses operating across the two countries.

Separately, Trump signed an order on Friday removing 50% tariffs on certain Canadian agricultural and forestry products, a move that could benefit businesses in Maine. The measure represents a targeted adjustment but does not resolve the broader steel and automotive dispute.

What Investors Should Watch Next

The immediate focus is whether Washington and Ottawa can reach a limited agreement before November 3 and whether any relief covers the steel and vehicle categories most important to manufacturers.

Investors and businesses will also be watching for details on Canadian concessions, the treatment of cross-border supply chains and whether the announced January 2027 tariff increases remain in place. Until the terms are confirmed, the negotiations offer a potential path toward reduced trade friction rather than a settled outcome.
