Key Points
- APA Group has made a final investment decision on the A$700 million Bulloo Interlink Pipeline, a major addition to its east coast gas network.
- A five-year gas transportation and storage agreement with Origin Energy provides contracted revenue support for the project, with the agreement commencing on January 1, 2028.
- The pipeline is designed to transport up to 800 terajoules of gas per day, strengthening links between Queensland gas supplies and southern Australian markets.
Australian energy infrastructure operator APA Group has approved a A$700 million investment in the Bulloo Interlink Pipeline, advancing a broader expansion of the country’s east coast gas transportation network. Backed by a five-year agreement with Origin Energy, the project aims to improve the movement of natural gas from northern supply regions to southern markets, where future demand and supply constraints remain important considerations for energy security.
A Major Expansion of Australia’s Gas Network
The Bulloo Interlink Pipeline will connect APA’s South West Queensland Pipeline with its Moomba to Sydney Pipeline. The proposed pipeline is approximately 335 kilometres long and is designed to provide maximum transportation capacity of 800 terajoules per day. APA is targeting commercial operations in winter 2029, with construction expected to begin in early 2027, subject to the necessary approvals.
The investment represents Stage 3B of APA’s East Coast Gas Grid expansion. The company previously committed A$220 million to early works and long-lead equipment in February 2026. The newly approved A$700 million construction and commissioning investment brings total spending committed to the project to A$920 million.
Across the broader Stage 3 expansion, APA expects to add approximately 30% more north-to-south transportation capacity. Combined with earlier upgrades, the company expects its north-to-south capacity to increase by more than 50% from 2023 levels. The additional infrastructure is intended to help move available gas supplies to markets where production and transportation constraints could otherwise tighten availability.
Origin Agreement Provides Revenue Visibility
The investment is supported by a five-year gas transportation and storage agreement with Origin Energy. The take-or-pay contract, which is linked to inflation, covers summer and winter capacity across key APA assets, including the South West Queensland Pipeline, Moomba to Sydney Pipeline, Roma to Brisbane Pipeline and the new Bulloo Interlink Pipeline once it enters service. The agreement is scheduled to begin on January 1, 2028.
Contracted capacity can improve the visibility of future cash flows and help support the economics of large infrastructure investments. However, the agreement’s five-year term is shorter than the pipeline’s expected operating life, making future customer demand and the renewal or replacement of contracts relevant to its longer-term financial performance. APA has indicated that interest from other potential customers could provide additional support for the planned capacity.
Energy Security and Execution Risks Remain in Focus
The project comes as Australia faces the challenge of ensuring reliable gas supplies for households, businesses and electricity generators. Expanding pipeline capacity could help connect northern gas resources with southern demand centres, while gas-fired generation can provide dispatchable power when renewable output from wind and solar is insufficient. The investment therefore sits at the intersection of energy security, infrastructure development and the transition toward a lower-emissions electricity system.
For APA, the project also forms part of a broader organic growth pipeline valued at approximately A$3.5 billion. The company expects to fund the investment through existing balance-sheet capacity, avoiding the need for an additional equity issuance specifically to finance the project. Management also expects the new infrastructure to reduce some long-term maintenance capital expenditure requirements on the existing Moomba to Sydney Pipeline, potentially offsetting part of the expansion cost over time.
Investors will be watching regulatory approvals, construction costs, delivery milestones and the pace at which contracted demand translates into revenue. APA expects revenue from the project to build gradually over approximately five years after commissioning, rather than reach its full potential immediately. The final financial outcome will depend on execution, customer demand and the evolving outlook for Australia’s domestic gas market. The project strengthens APA’s growth prospects, but its long-term value will depend on delivering the infrastructure on schedule and securing sustained demand for the additional capacity.
