UBS is unlikely to abandon Switzerland as its home base despite growing pressure over tougher capital requirements, Swiss Finance Minister Karin Keller-Sutter said on September 26. Her comments came after the country’s upper house backed stricter rules for UBS, reviving questions over whether higher capital requirements could alter the bank’s long-term relationship with its domestic market.

Swiss Government Plays Down Relocation Risk

Keller-Sutter told CH Media that relocating UBS away from Switzerland would be unlikely because such a move would be more expensive than complying with the new capital rules and would involve significant legal complications. Her comments directly address concerns raised by UBS Chairman Colm Kelleher, who warned last week that the bank could reconsider its Swiss base if capital requirements became excessively demanding.

The issue is particularly important because UBS is one of Switzerland’s most internationally significant financial institutions. The bank operates across major global financial centers, but Switzerland remains central to its corporate identity, governance and domestic operations.

Capital Requirements Reflect Post-Credit Suisse Concerns

The debate over UBS’s capital structure has intensified since the 2023 collapse of Credit Suisse and its subsequent takeover by UBS. Swiss policymakers have been examining whether the country’s largest bank should maintain greater capital buffers to strengthen its ability to absorb losses and protect the domestic financial system.

For UBS, however, higher capital requirements can affect how efficiently the bank deploys capital across its international operations. Additional capital requirements can reduce the amount of leverage available to support business activities and potentially increase the amount of equity that must be maintained against assets.

This creates a policy challenge for Switzerland: regulators want greater resilience from a systemically important institution, while the bank must remain competitive against international financial institutions operating under different regulatory frameworks.

UBS Faces Strategic and Regulatory Trade-Offs

The relocation debate illustrates the broader strategic importance of Switzerland’s regulatory framework for UBS. A move of the bank’s headquarters or major operations would involve legal, tax, operational and governance considerations, making such a decision substantially more complex than simply changing a corporate address.

At the same time, the discussion gives UBS an important voice in the policy debate. The bank’s management has argued that excessive capital requirements could affect its ability to compete globally, while Swiss authorities have emphasized the need to strengthen the country’s financial stability framework.

Next Steps for UBS and Swiss Policymakers

The immediate focus will remain on how the proposed capital rules are ultimately structured and implemented. The final framework will determine the scale of additional capital UBS may need to hold and how quickly the requirements would be introduced.

For global investors, the key issue is the balance between UBS’s capital resilience, international competitiveness and Switzerland’s financial stability objectives. The next stages of the legislative process will provide greater clarity on the bank’s future capital structure and whether the current disagreement remains primarily a regulatory negotiation or develops into a broader strategic issue for Switzerland’s financial sector.
