Key Points

  • Vietnam officially moved from frontier-market status to Secondary Emerging Market status under FTSE Russell on September 21, 2026, following years of market reforms.
  • The reclassification could direct up to $6 billion into Vietnamese equities as global index-tracking funds adjust their portfolios, with the inclusion phased through September 2027.
  • Foreign investors bought a net $104 million of Vietnamese shares in the week before the upgrade, while reforms to market access continue to shape the country’s prospects for further index inclusion.

Vietnam has officially entered FTSE Russell’s emerging-market indexes, marking a significant step in the development of its capital markets and integration into the global investment system. The upgrade places Vietnam alongside major emerging markets such as China and India and could bring substantial new foreign capital to the country as international funds adjust their allocations.

FTSE Upgrade Opens the Door to New Global Capital

FTSE Russell’s reclassification moved Vietnam from frontier-market status to Secondary Emerging Market status on September 21, ending a process that has been closely monitored since 2018. The transition follows reforms aimed at improving market infrastructure and making it easier for international investors and brokers to access Vietnamese equities.

The inclusion is expected to channel up to $6 billion into Vietnam over time. The capital will not arrive in a single transaction. FTSE Russell is implementing the inclusion in four stages, beginning with 10% in September 2026, followed by 20% in March 2027 and 35% in both June and September 2027. The phased approach is designed to limit pressure on market liquidity and allow investors to adjust portfolios gradually.

Foreign Investors Are Already Positioning for the Change

Investor activity increased ahead of the official upgrade. Foreign investors purchased a net 2.7 trillion Vietnamese dong, equivalent to about $104 million, in Vietnamese shares during the previous week. Despite that buying, international investors remain net sellers for the year, highlighting the difference between short-term positioning around the index event and broader foreign sentiment toward the market.

Twenty-seven Vietnamese stocks have been selected for inclusion in the relevant FTSE indexes. The group includes major companies from banking, technology, real estate, manufacturing and consumer sectors. The index changes give these companies greater visibility among global asset managers that use FTSE benchmarks to determine portfolio allocations.

The market response has already reflected some of the anticipated capital flows. Vietnam’s benchmark stock index opened 0.54% higher on September 21 before giving up part of the gain. The reaction suggests that investors had already priced in at least some of the expected benefits before the effective date.

Market Reforms Will Determine the Next Stage

The upgrade also places greater attention on Vietnam’s ability to address remaining structural challenges. Foreign ownership limits, free-float constraints and access to trading infrastructure can restrict the amount of capital international investors are able to deploy, even after an index reclassification.

Vietnam is also working toward the introduction of a central counterparty clearing mechanism by 2027. Further improvements in market access and infrastructure could strengthen the country’s prospects for eventual inclusion in MSCI emerging-market indexes, although that would require meeting MSCI’s separate market-access requirements.

Going forward, investors will monitor the remaining FTSE inclusion stages, foreign fund flows, liquidity and the effectiveness of Vietnam’s market reforms. The immediate capital inflow is important, but the longer-term significance of the upgrade will depend on whether Vietnam can broaden foreign investor participation and deepen its financial infrastructure. For global emerging-market portfolios, Vietnam’s new FTSE status creates a larger investable universe and places the country more firmly within the international capital-allocation framework.
