Key Points

  • Australia’s Westpac–Melbourne Institute Consumer Sentiment Index fell 5.2% to 84.4 in September, reversing most of August’s 6.0% increase.
  • Renewed concerns about further Reserve Bank of Australia rate increases and higher petrol prices weakened household financial confidence.
  • Mortgage holders were particularly pessimistic, highlighting growing sensitivity to interest rates, housing conditions and cost-of-living pressures.

Australian consumer sentiment deteriorated sharply in September as higher fuel prices and renewed expectations for interest-rate increases placed additional pressure on household finances. The Westpac–Melbourne Institute Consumer Sentiment Index fell 5.2% to 84.4, leaving the measure almost 12% below its level a year earlier and reinforcing concerns about the strength of household demand.

Higher Rates Reverse August Confidence Gains

The September decline erased almost all of the 6.0% improvement recorded in August, when sentiment benefited from the Reserve Bank of Australia’s decision to keep its cash rate unchanged at 4.35%. The latest survey was conducted against a less supportive interest-rate backdrop, with stronger-than-expected underlying inflation in July increasing speculation that the RBA may need to raise rates again.

Australia’s consumer-price index rose 3.5% in the year to July, down from 3.8% in June, while trimmed-mean inflation remained at 3.6%. Although headline inflation has moderated, underlying price pressures remain above the RBA’s target range, limiting the central bank’s flexibility to ease financial conditions quickly.

Petrol Prices Add Pressure to Household Budgets

Higher petrol prices provided another direct hit to consumer confidence. Fuel costs affect household budgets immediately, particularly for commuters and lower-income households, while also feeding into transportation and distribution expenses across the wider economy.

The survey’s measure of family finances fell 9.2% in September, one of the clearest indications that consumers are becoming more concerned about their ability to absorb higher everyday costs. Expectations for economic conditions also weakened, while willingness to purchase major household items declined, suggesting that households may remain cautious about discretionary spending.

The deterioration comes after petrol prices had previously helped support sentiment during the July survey period, when average pump prices were significantly lower. The reversal illustrates how quickly changes in energy costs can influence perceptions of household financial security.

Mortgage Holders Face Growing Housing and Rate Concerns

Housing conditions added another layer of pressure. Sentiment among mortgage holders fell 13% in September, compared with a much smaller 0.6% decline among renters. The divergence highlights the greater exposure of indebted households to interest-rate expectations and changes in housing-market conditions.

For financial markets, weakening consumer confidence could become increasingly relevant if it translates into softer household spending. The Australian economy has remained relatively resilient, but persistent pressure on disposable income could eventually weigh on consumption, business revenues and broader economic growth.

Markets will now focus on upcoming inflation data, labour-market conditions and the RBA’s assessment of household demand ahead of its next policy decision on September 29. The combination of elevated underlying inflation, higher petrol prices and weakening consumer sentiment creates a difficult policy balance: further rate increases could reinforce household stress, while delaying action could allow inflation pressures to remain entrenched. How consumers respond to these pressures will be an important indicator of Australia’s economic momentum through the final months of 2026.
