Uruguay Was Supposed to Be a Regional Launchpad
In 2023, Tether announced plans to establish two bitcoin mining sites in Uruguay, citing the country’s renewable-energy resources, reliable power grid and favorable business environment. The project was intended to be more than a standalone mining operation. According to a former contractor cited in the source material, Uruguay was viewed as a first step toward a larger South American strategy that could eventually include markets such as Brazil, Paraguay and Argentina.
The scale was significant for Uruguay, where annual foreign direct investment is around $2 billion. The same source estimated that Tether invested roughly $60 million in each of the two sites. The project initially generated income and appeared operational, but its dependence on large and reliable electricity supplies ultimately became its central weakness.
An Electricity Dispute Brought the Project Down
The breakdown centered on a disagreement with Uruguay’s state electricity utility, UTE, over the amount of power available under Tether’s contracts. Tether reportedly interpreted its agreement as establishing a minimum supply that could later be increased, while UTE viewed the contracted amount as a maximum allocation. As mining operations expanded, the sites reportedly experienced electricity shortages, including periods when insufficient power prevented normal operations.
The disagreement intensified after Uruguay’s government changed in March 2025 and new directors were appointed at UTE. According to documents reviewed in the source material, Tether’s local entity, Microfin, stopped paying electricity bills and subsequently informed UTE that it intended to terminate the contracts. Attempts to establish a revised agreement ultimately failed. UTE disconnected the mining facilities on July 25, 2025, and Tether later notified labor authorities that it would cease operations and lay off most employees.
Bitcoin Mining Economics Are Becoming More Demanding
The Uruguay experience also reflects a broader shift in bitcoin mining economics. The April 2024 halving reduced the reward available to miners, while movements in bitcoin prices and rising energy costs have placed additional pressure on operators. Miners increasingly need more efficient hardware and cheaper electricity to preserve margins, making energy contracts a critical component of the business model.
That pressure is also encouraging miners to consider alternatives such as artificial intelligence and high-performance computing. Uruguay’s renewable-energy infrastructure and strong connectivity may ultimately be more suitable for data centers serving those industries than for energy-intensive bitcoin mining, particularly if electricity costs remain relatively high.
Looking ahead, Tether’s failed Uruguay project could prove less significant as an isolated setback than as a signal about the changing economics of crypto infrastructure. Bitcoin miners can relocate physical equipment relatively quickly, but profitability depends on long-term access to sufficiently cheap power. As AI creates competing demand for data-center capacity and electricity, mining operators may increasingly have to choose between remaining in traditional crypto infrastructure and redirecting their computing resources toward higher-value workloads.
