Europe’s Biggest AI Infrastructure Commitment Takes Shape

SoftBank has unveiled plans for a massive €45 billion investment in France aimed at building artificial intelligence infrastructure at an unprecedented scale. The Japanese technology conglomerate intends to develop a network of AI-focused data centers in the Hauts-de-France region, creating approximately 3.1 gigawatts of computing capacity over the next five years.
The announcement, expected to be formally highlighted during France’s annual Choose France investment summit, represents one of the largest AI infrastructure commitments ever made in Europe. Three major facilities, including a flagship site in Dunkirk, are scheduled to become operational by 2031. SoftBank has also indicated that future expansion phases could lift total investment to approximately €75 billion, signaling a long-term commitment to Europe’s AI ecosystem.

France’s extensive nuclear energy network offers a significant advantage compared with other European nations facing tighter power constraints and higher energy costs.
State-owned energy giant EDF is playing a central role in the initiative by transferring one of its former power plant sites for redevelopment into an AI data center campus. Meanwhile, Schneider Electric will provide critical infrastructure and energy management systems to support the facilities.
