European Leaders Push for Security Guarantees
The meetings highlighted a coordinated effort by European nations to ensure that any diplomatic track, including U.S.-led negotiations, does not compromise Ukraine’s territorial integrity or long-term security. Starmer’s office emphasized broad agreement on the need for a “just and lasting peace,” rooted in robust guarantees that prevent renewed Russian aggression. This aligns with Europe’s growing recognition that the conflict, now entering its third year, has reshaped the region’s security architecture and will define its geopolitical stability for decades.
Discussions also touched on progress toward using frozen Russian assets to support Ukraine’s reconstruction. The European Commission recently proposed leveraging cash held at European institutions to fund a Reparations Loan, offering governments an alternative to directly allocating Russian capital. Such measures signal Europe’s increasing willingness to pursue financial tools alongside military and diplomatic pressure to weaken Moscow’s ability to sustain the war.
The U.S. Role Remains Pivotal
Despite Europe’s more assertive posture, Zelenskyy underscored that certain aspects of Ukraine’s defense and negotiating position still hinge on U.S. support. With Washington reportedly circulating updated peace proposals, Zelenskyy said Kyiv will share its revised 20-point plan after the London meetings. The Ukrainian leader noted that some “obvious anti-Ukrainian points” had been removed during the latest revisions.
Merz, however, expressed reservations about whether U.S. negotiators can deliver terms acceptable to both Ukraine and Europe. He described the moment as potentially decisive and urged clarity from Kyiv on its interpretation of ongoing talks between Washington and Moscow. His comments highlight a growing unease among European leaders that U.S. interests may diverge from Europe’s preference for more ironclad guarantees, especially as political pressures in both countries intensify.
Security Guarantees vs. Territorial Pressure
Zelenskyy’s broader diplomatic tour also included meetings in Brussels with leaders from the European Commission, NATO, and the European Council. A key objective has been securing multi-layered defense commitments that would allow Ukraine to resist renewed offensives even after formal hostilities end.
Those concerns became more urgent following Russian President Vladimir Putin’s recent threat to seize the Donbas region “by force” absent Ukrainian concessions. Analysts argue Kyiv is unlikely to yield the territory, which forms a heavily fortified defensive barrier. Losing it would create a corridor that exposes deeper regions of Ukraine to future attacks, undermining any negotiated peace.
As negotiations continue, European leaders face a narrow window to align security strategies, stabilize Ukraine’s military position, and shape a peace framework that avoids embedding future risks.
