Shein spent several years promoting its international identity after moving its headquarters to Singapore in late 2021. The company highlighted its global operations, international manufacturing ambitions and efforts to expand production networks outside China, including initiatives in Brazil and Turkey.
However, according to sources familiar with the process, Shein faced difficulties obtaining approval from Chinese authorities for Western listings due to concerns surrounding its significant operational links to China.

Shein’s challenges have intensified as tensions between China and Western economies have increased. Changes to U.S. import rules, including restrictions affecting low-value e-commerce shipments, have created additional pressure on the business model that helped fuel the company’s rapid international growth.
