ב־6 ביוני 2025 פרסם משרד האוצר האמריקאי את תוצאות מבצע רכישת החוב (Treasury Debt Buyback Operation), במסגרתו נרכשו חובות ממשלתיים בהיקף עתק של 10 מיליארד דולר. צעד זה, שבוצע כחלק מאסטרטגיית ניהול החוב של ממשלת ארה”ב, מהווה חלק בלתי נפרד ממדיניות כלכלית רחבה המכוונת לייצוב שוקי ההון ולהפחתת תנודתיות בתשואות האג”ח. אך מהי המשמעות של מבצע כזה, וכיצד החוב הציבורי משפיע על הכלכלה האמריקאית והגלובלית?
מהו מבצע רכישת חוב ממשלתי?
מבצע רכישת חוב, או Buyback, הוא פעולה יזומה של משרד האוצר שבמסגרתה המדינה רוכשת חובות קיימים בשוק (אג”ח) על מנת לצמצם את ההיצע, להוריד עלויות מימון עתידיות ולשפר את נזילות השוק. בפעולה שבוצעה ביוני 2025, הוצע לספקים להגיש חוב בהיקף של כ־22.87 מיליארד דולר, כאשר 10 מיליארד דולר בלבד התקבלו בפועל – כלומר המדינה בחרה לרכוש חובות בעלי תנאים מועדפים מבחינתה. מדובר במהלך טכני אך בעל השלכות מקרו-כלכליות משמעותיות.
